Allow transfer of model from a website rather than upload from local copy

At the moment, if I want to host a model, I have to upload a local copy directly to civitai.

The problem is that I have a very slow uplink speed because I use cable modem and not fiber, so uploading any model over 500MB is basically impossible.

What would be nice is to have the option of downloading a model from a website to civitai. That way, I can say train or merge a model using google colab or runpod, and then transfer the model directly to civitai at high speed. civitai just have to allow me to enter a URL, which will be a publicly accessible download link, and then download the model from there.

This should be a relative easy thing to implement and will allow more people to create and host their models on civitai.
