Don't allow WebP animations in thumbnails

Some people are uploading animated WebPs as thumbnails and they animate spastically in the feed nonstop. They can't be turned off, the "autoplay GIFs" setting doesn't do anything. I've started blocking people who do this because it's so obnoxious.
