Enable “permissions” setting on collections for all users

Context: I’ve been running a challenge series on a different site which I won’t name here. I’ve gotten fed up with this other site, and would like to move the series to Civitai. I tried creating a test collection and asked some of my friends to add images to it. But they said they weren’t able to. I asked on Discord and was told to change the “permissions” setting on the collection. But I don’t see this setting, and it turned out that only moderators and other “official” users have it. Would it be possible to enable this setting for ordinary users so that we could run our own challenges? I should point out that community challenges are a huge driver of engagement for this other site, and could be for Civitai as well! :) Thank you!
