End to Newsletter Badgering

As things stand the pop-up asking if I'd like to sign up for the newsletter pops up once per day, or any time I relog, or any time my cookies get reset for any reason. In short multiple times per day. Clicking it away only means it comes back a little later and asks again, the only way to get rid of it permanently is to say yes to it.

I don't think it was intended to be the civitai version of Clippy, but I'm not certain it counts as a bug so I'm posting it here as a feature.
