Currently, reporting images due to TOS is rarely done, due to two factors, 1. The UX (which there are other posts talking about this) and 2. The buzz cap is too restrictive (only 30 successful reports are rewarded a month), I feel like problem 2 can be solved in 2 ways (all of them can and should be done simultaneously)
1. Remove the buzz cap entirely; this is to encourage constant reporting, since 30 img/mo is too little to be rewarded.
2. Change buzz reward values; this is a long one:
2.1 Successful report buzz:
buzz_given = 50 + 2 * ceil(root(5 * successful_reports_in_last_100_reports))This is to make people feel more encouraged to report, as, if you get 100/100 successful reports, each successful report gives 96 buzz each, though people may have some report spam concerns, which 2.2 solves
2.2 Unsuccessful / Fake report punishment:
buzz_removed = (-5 * consecutive_false_reports) - 10 - (3 * false_reports_in_last_25_reports)This makes it so that, if a malicious user reported every image they see, even if its not TOS, they would very quickly lose all their buzz (and maybe dont accept / give lower priority to reports from people with negative buzz / bad report success %), as if someone got 25 consecutive false reports, they would lose 210 buzz if they submitted another false report.
