Leaving comments on negative reviews of models

Leaving a negative review, mostly together with an image post/crosspost doesn't allow us to Add Review Comment. The window is there just as with a positive review, but it doesn't save and doesn't show up after publishing. I believe this should be allowed, since comments on negative criticism is important and I can't understand the reasoning behind not allowing this.
