Model rating probation for new users

Some people create new accounts to sabotage creators models rating. Having a few weeks of probation for new user before they're able to rate a model would allow the spiteful users to cool off and let it go. It would also alleviate the moderators work. It could be by not let them rate or automatically exclude the rating from the average.
