more suffix support (for config)

For now, civitai only support ckpt/pt/safetensors/yml/yaml/zip... But no .toml file Which means when we use LyCORIS or Kohya-ss/sd-scripts, we cannot directly upload our training config(which both in toml format) I think we should add more suffix support? especially for some "text file" format
