Political Figures During election cycles are filtered/moderated

To protect the integrity of elections, the reputation of the site, and to limit liability/flame wars/etc of users, images featuring political candidates should be disallowed, filterable or subject to tighter restrictions during election cycles featuring those candidates (primarily in major elections, e.g. US presidency)
