Promote models with an ongoing bounty in search

Also remove the following rule:
Review Farming: Bounties cannot be used to solicit reviews or encourage image posts on your resources.

People can spend their Buzz so that other people train a model for them or prepare a dataset for them, but can’t spend Buzz so that other people fill their model with content?
Doesn’t make any sense to me.

This should be removed and people should be able to promote their models through bounties in a way that the models with ongoing bounties are highlighted on the website.
